Yes, these Khmer temples are part of a dispute between Thailand and Cambodia. The problem is that all Khmer temples were built by the great Khmer civilization based in Angkor before the 14th century. The Khmers established government in SE Asia before the modern countries of Cambodia and Thailand existed.

In Feb 2010 Prime Minister Hun Sen planned to visit the Ta Muen Thom but cancelled the visit when the Thais restricted his security detail
